The chip was manufactured by SHARP, a Japanese company, in Karawang International Industry City, Indonesia. This city is known for industry (hence the name), and is SHARP's largest factory, so it makes sense that the chip was manufactured here.

The "AGB" in the chip name is an early acronym for the Nintendo Game Boy Advance, and the "REG" likely stands for "regulator." The "IR3E09N" part of the code is a commonality in all GBA systems, and a Google Search of that sequence leads to a Hong Kong Inventory page, where the chip is listed as being manufactured by SHARP. (http://www.hkinventory.com/p/d/IR3E09N.htm) The website lists the two suppliers of the chip as the Hongkong Rixin International Trading Company based out of Hong Kong, and Yingxinyuan INT'L (Group) Limited based out of China. Jotrin Electronics, a component-selling website also lists SHARP as the manufacturer of the IR3E09N chip, leading us to conclude that the chip was manufactured by the Japanese comapny, SHARP. SHARP is noted as having one of the largest manufacturing plants in the world in Karawang, Indonesia. Additionally, SHARP has been present in Indonesia since at least 1997. On SHARP-Indonesia's webpage, they have a slideshow of the factory. (http://sharp-indonesia.com/karawangfactory/) While the website does not list a specific address for the factory, it is listed as being in the Karawang International Industry City, and the only factory when I typed in "SHARP Karawang International Industry City" into Google Maps I was able to find the address of the manufacturing location.
