After researching this piece I found the same one on alibaba.com. The photo of the piece had the manufacturer written above (http://www.yuan-corp.com/syec) and when I looked it up it provided information and a location, in Taiwan. I then found out that the Capacitance Tolerance Code J = ±5% after looking into Metallized Polyester Film Capacitors, which I found here: http://www.niccomp.com/products/catalog/nrm.pdf
