Unknown. I have been unable to identify a manufacturer with the abbreviation AKT or even AK. After examining the two symbols on the panel (one looks a C and E overlapping, tilted on one side and in a box, and one that looks like a backwards R and a U) and comparing them to several lists on known manufacturer logos and being unable to find a match.
It's possible this too could potentially be made by Wintek since it is attached to the LCD screen, which was made by them, but it seems unlikely because Wintek's specialty is screens not control panel boards. However, because they are related in function it's possible they could be produced together.

Assembly Location
The control board is labeled as a "Product of China" on the panel bar code. Because I have been unable to find more information on this board, I don't have a specific location for where this could have been made. My Wintek factory theory still applies as far as location, since Wintek does have two factories in China.
Evidence
I have next to no evidence for this piece, due to the fact that I could not find any datasheets or other relevant information. The only relevant information I found came from someone else on a forum who took apart a similar printer and found the same part and was researching it. Their results were the same as mine: utterly lacking.
